Here are the Bucskin requirements:

Boys- Complete the Adventure Silver award or the Expedition E2 award.
Men- Complete the "Trained" Level of the Outpost Leadership Advancement Level (You have to have Basics, Essentials, and Safety Courses completed, as well as completed NRMC or NEEC). 
Both- Earn the company trapper award, be in good standing with their church, and be a chartered member of a local outpost.

Wilderness requirements:
Boys- Complete the Adventure Gold award or the Expedition E3 award.
Men- Complete the "Advanced" Level of the Outpost Leadership Advancement Level (You have to have Basics, Essentials, Safety, NRMC or NEEC, and WCO completed as well as complete any two continuous learning opportunities of at least 2 hours in length offered on the national training page or in the form of "Action Camps"
